PUBLIC NOTICE IS HEREBY GIVEN that the following ordinances were approved for final adoption by the Township Council of the Township of Franklin at a Regular Meeting held February 24, 2009:
ORDINANCE NO. 3803A
AN ORDINANCE AMENDING THE CODE OF THE TOWNSHIP OF FRANKIN, COUNTY OF SOMERSET, STATE OF NEW JERSEY, MORE PARTICULARLY CHAPTER 1, GENERAL PROVISIONS, ARTICLE II, GENERAL PENALTY, SUBSECTION 1-3, VIOLATIONS AND PENALTIES; Chapter 260, Parks and Recreation, Article II, Rules and Regulations, Subsection 260-6, Prohibited Activities; Article VI, Griggstown Native Grassland Preserve (Part of Ten Mile Run Greenway), Subsection 260-32, Violations and Penalties; Article VII, Negri-Nepote Native Grassland Preserve (Part of the Middlebush Greenway), Subsection 260-40, Violations and Penalties.
SUMMARY
An ordinance amending Chapter 1, General Provisions, Article II, General Penalty, Subsection 1-3, Violations and Penalties to include trail violations and penalties and amending Chapter 260, Parks and Recreation in connection with the Griggstown Native Grassland Preserve and the Negri-Nepote Grassland Preserve by increasing the fine for violating the motor vehicle operation from $500 up to $2000; clarify where dogs can and cannot be taken on open space and clarifies the definition of what constitutes prohibited vehicles.

AN ORDINANCE AUTHORIZING THE LEASE OF CERTAIN PREMISES OWNED BY THE TOWNSHIP OF FRANKLIN IN THE COUNTY OF SOMERSET, TO SOMERSET-SOUTH BOUND BROOK LITTLE LEAGUE FOR UTILIZATION AS LITTLE LEAGUE BASEBALL COMPLEX
SUMMARY
An Ordinance authorizing the lease between the Township of Franklin and the Somerset-South Bound Brook Little League for premises for utilization as Little League Baseball Complex.
ORDINANCE NO. 3813
AN ORDINANCE AMENDING THE CODE OF THE TOWNSHIP OF FRANKLIN, COUNTY OF SOMERSET, STATE OF NEW JERSEY, CHAPTER 294, RENT LEVELING BOARD.
SUMMARY
An ordinance amending Code Chapter 294, Rent Leveling Board by creating the position of Rent Leveling Board Administrator and establishing the duties and responsibilities of said Administrator. The Administrator will process all paper work, inquiries, complaints and appeals and will render the initial decisions in these matters. Any party in interested aggrieved by any decision made by the Rent Leveling Administrator shall have the right to appeal that decision to the Rent Leveling Board. The Rent Leveling Board will be noticed and then convene to hear any appeals of the decisions of the Administrator.
ORDINANCE NO. 3814
AN ORDINANCE AMEND THE CODE OF THE TOWNSHIP OF FRANKLIN, COUNTY OF SOMERSET, STATE OF NEW JERSEY, MORE PARTICULARLY CHAPTER 50, POLICE DEPARTMENT, SECTION 50-24, POLICE OUTSIDE WORK/SPECIAL POLICE SERVICES.
SUMMARY
An Ordinance amending Chapter 50, Police Department, Section 50-24, Police Outside Work/Special Police Services to change the administrative fee of 10% and a gasoline surcharge of $2.50 per hour for traffic services only and when gasoline equals or exceeds $2.50 per gallon.

AN ORDINANCE AMENDING THE CODE OF THE TOWNSHIP OF FRANKLIN, COUNTY OF SOMERSET, STATE OF NEW JERSEY, CHAPTER 271, PEDDLING AND SOLICITING.
SUMMARY
An ordinance amending Chapter 271, Peddling and Soliciting, change term “nonprofit vendor” to “nonprofit organization or vendor”; add definition of “solicitation” and revise the definition of “solicitor”; amend the purpose of the chapter; provide additional exemption; add nonprofit organization clause and amends license requirements.

ORDINANCE AMENDING THE CODE OF THE TOWNSHIP OF FRANKLIN, COUNTY OF SOMERSET, STATE OF NEW JERSEY, MORE PARTICULARLY, CHAPTER 13 – BOARDS, COMMISSIONS AND COMMITTEES, TO PROVIDE FOR THE EXTENSION OF THE TERM OF MEMBERS OF BOARDS, COMMISSIONS AND COMMITTEES, IF NECESSARY, PENDING QUALIFICATION AND APPOINTMENT OF THEIR RESPECTIVE SUCCESSORS.
SUMMARY
An Ordinance Amending various sections of Chapter 13, to provide for the extension of the term of Members of Boards, Commissions and Committees, if necessary, pending qualification and appointment of their respective successors.
ORDINANCE NO. 3817
AN ORDINANCE AMENDING THE CODE OF THE TOWNSHIP OF FRANKLIN, SOMERSET COUNTY, NEW JERSEY, CHAPTER 166, DRUG-FREE ZONES, ARTICLE I, SCHOOL ZONES, SECTION 166-1, MAPS ADOPTED.
SUMMARY
An ordinance amending the Code Chapter 166, Drug-Free Zones, Article I, School Zones, Section 166-1, Maps Adopted with the addition and revision of all school zone maps in the entire Township.

An ordinance amending Code Chapter 284, Recycling by renaming the Recycling and Transfer Center as Convenience Center, increase the cost of the single admission stickers, eliminate season passes and add multi-pass discount stickers.
