An ordinance amending Code Chapter 115, Dogs and Other Animals, Article III, Animal Control, Section 115-25, Fees with the addition of a $30.00 fee for the spaying/neutering of animals adopted from the Franklin Township Animal Shelter and/or Township Adoption Events.

An ordinance amending the Franklin Township Municipal Code Chapter 46, Personnel Policies, to update the policies for exempt managerial staff and confidential employees in regards to employment benefits; medical insurance coverage and retirement benefits.

AN ORDINANCE AMENDING THE CODE OF THE TOWNSHIP OF FRANKLIN, COUNTY OF SOMERSET, STATE OF NEW JERSEY MORE PARTICULARLY CHAPTER 62 - SALARIES & COMPENSATION – SECTION 62-4 – Annual Compensation and Longevity for Managerial and Exempt employees; SECTION 62-6 - ANNUAL BASE SALARIES FOR POLICE SERGEANTS AND LIEUTENANTS; SECTION 62-8 - Annual compensation for police patrol officer AND SECTION 62-14 – HOURLY WAGE SCALE FOR CROSSING GUARDS.
An Ordinance Amending the Salary Ordinance with the following amendments in Section 62-4 – Annual Compensation and Longevity for Managerial and Exempt Employees: Range $120,000 to $170,000: Add Deputy Police Chief; Range $90,000 to $150,000: Add Township Engineer; Range $50,000 to $88,000: Increase end range to $100,000; remove Foremen; add Collector of Revenue and General Services and Purchasing Administrator and Director of Community Resources; Increase Director of Health/Health Officer Salary to $96,271.32, effective July 1, 2008; Range $37,000 to $77,000: Remove Collector of Revenue; General Services and Purchasing Administrator and Zoning Administrator/Officer. The Ordinance also amends Section 62-6 – Annual Base Salaries for Police Sergeants and Lieutenants with the removal of 200-2007 salaries and the addition of provisions for the 2008 and 2009 salaries and Section 62-8 - Annual compensation for police patrol officer by the removal of 2004-2007 Police Patrol Officer Salary Scale and addition of salary scale for 2008 and 2009. The ordinance also amends Section 62-14 with the removal of provisions from title and section regarding public health nurses, special law enforcement officers and police specialists.

This ordinance amends provisions of Chapter 112, Land Development, pertaining to the construction of churches and similar places of worship. Such measures are intended to allow reasonable accommodation for churches and similar places of worship within the Township, but in a manner that relates the size of the church to the capacity of the roadway to handle church-related traffic. Similar revisions are made regarding the requirements for schools where permitted in residential zones.
