PUBLIC NOTICE ORDINANCES ADOPTED
PUBLIC NOTICE IS HEREBY GIVEN that the following ordinances were approved for final adoption by the Township Council of the Township of Franklin at a Regular Meeting held August 11, 2009:
AN ORDINANCE TO AMEND THE CODE OF THE TOWNSHIP OF FRANKLIN, COUNTY OF SOMERSET AND STATE OF NEW JERSEY, MORE PARTICULARLY CHAPTER 226 - VEHICLES AND TRAFFIC, SECTION 226-20 – STOP INTERSECTIONS AND SECTION 226-31 (C) – REGULATIONS FOR THE MOVEMENT AND THE PARKING OF TRAFFIC ON ALL OTHER PRIVATE PROPERTY.
SUMMARY
An ordinance amending the Traffic Ordinance to add the following stop intersections for streets in the area of Hillcrest, Girard and Irvington Avenues; the area of Baier Avenue/Hamilton Street/North Lawrence Avenue and provide regulations for the movement and the parking of traffic in Society Hill I including regulations for parking; stopping/standing prohibited; stop intersections; tow away and no passing zones.

ORDINANCE AUTHORIZING FIRST AMENDMENT TO THE APRIL 10, 1995 LEASE BETWEEN THE TOWNSHIP OF FRANKLIN AND THE EAST FRANKLIN FIRE COMPANY.
SUMMARY
An Ordinance authorizing the First Amendment to the April 10, 1995 Lease between the Township of Franklin and the East Franklin Fire Company with respect to a portion of real property identified on the Township’s Tax Maps as a portion of Lot 2.01 in Block 242, to renewal same and extend the Term thereof.

AN ORDINANCE AMENDING CODE OF THE TOWNSHIP OF FRANKLIN, COUNTY OF SOMERSET, NEW JERSEY CHAPTER 226, VEHICLES AND TRAFFIC, SECTION 226-31C – REGULATIONS FOR THE MOVEMENT AND THE PARKING OF TRAFFIC ON ALL OTHER PRIVATE PROPERTY – DELETING SOMERSET GLENN.
An ordinance deleting the provisions for regulations for the movement and the parking of traffic in Somerset Glenn including regulations for parking; stopping/standing prohibited; stop intersections; tow away and no passing zones.

AN ORDINANCE AMENDING THE CODE OF THE TOWNSHIP OF FRANKLIN, COUNTY OF SOMERSET, STATE OF NEW JERSEY, MORE PARTICULARLY CHAPTER 5, ADMINISTRATION OF GOVERNMENT, ARTICLE II EXECUTIVE AND LEGISLATIVE, SECTION 5-4, MEETINGS OF TOWNSHIP COUNCIL, SUBSECTION B – AGENDA AND SUBSECTION F – STANDING COMMITTEES.
An Ordinance amending the agenda formats for Township Council Work Sessions, Regular Meetings and Combined Worksession/Regular Meetings by changing “Council Comments” to “Council Comments/Reports” and adding “Old Business”. This Ordinance also amends the Standing Committees by decreasing the number of committees to four: Administration and Financial Oversight; Public Safety; Land Use, Open Space, Parks & Recreation; and Public Works.

This ordinance amends provisions of Chapter 112, Land Development, so as to permit small wind energy systems subject to appropriate requirements.

This ordinance amends various provisions of Article XI, Off-Street Parking and Loading, of Chapter 112, Land Development, so as to amend the parking requirements for retail uses consistent with industry standards, prevailing retail parking standards in suburban communities, and the practices of the Township’s land use boards.

This ordinance amends Article VI, Wireless Communications Antennas, of Chapter 112, Land Development, so as to: (1) reorganize the Article, to provide clarity with respect to the procedural requirements and to eliminate redundancies and inconsistencies in the ordinance; (2) to provide administrative approval of certain applications by the full Technical Review Committee rather than just the Township Engineer and Director of Planning as currently permitted; and (3) slightly expand the types of applications that require administrative approval by the Technical Review Committee.

This ordinance adds a definition for “Dwelling, Single Family (Zero Lot Line)”, amends the minimum lot area requirement for two-family dwellings in the R-7 zone and establishes lot and yard requirements for zero lot line single-family dwellings in a R-7 zone.
