An Ordinance amending Chapter 112, Development Ordinance, delete Section 112-17D which prohibits games of chance in all zones in Franklin Township; amends various provisions of Article XI, Off-Street Parking and Loading, so as to implement recommendations of the 2006 Master Plan as well as policies and practices of the Township’s land use boards; In the Affordable Housing Development Fees Section - Remove the exemption for the construction of single-family dwellings from the development fees.

Amendment includes moving the Mayor’s Report and the Deputy Mayor’s Report, respectively, after the Public Discussion and the time limit of one hour for public discussion was removed from the Regular and the Combination Meeting Agendas and the half hour time limit was removed from the Work Session agenda.

NOTICE OF INTRODUCTION OF CAPITAL ORDINANCE NO. 3714
The capital ordinance, the title of which is published herewith, has been introduced and adopted upon first reading at a meeting of the Township Council of the Township of Franklin, in the County of Somerset, State of New Jersey (the “Township”) held on August 14, 2007 and will be further considered for final adoption by such Township Council after public hearing thereon, at a meeting of said Township Council to be held on September 18, 2007 at 7:00 p.m. in the Township Municipal Building, in said Township, in said County.
The purpose of this capital ordinance is to appropriate the sum of $538,500 now available in the Capital Improvement Fund of the Township and to expend such moneys for the payment of the costs associated with the construction by the Authority (as hereinafter defined) of a sewer pump station, on real property located on Block 151, Lots 9-11 on the official tax map of the Township, and a force main, on real property located on Block 150, Lots 42, 53, 84, 95, 126 and 137 and Block 151, Lot 24 on the official tax map of the Township, to provide additional sewer capacity for various properties within a redevelopment area in the Township known as the Renaissance 2000 Redevelopment Area (collectively, the “Project”). Such expenditure shall be reimbursed to the Capital Improvement Fund of the Township from any moneys received by the Township pursuant to (i) the Developer’s Agreement to be executed by and between the Township and Somerset Douglas Realty, LLC and (ii) the Interlocal Services Agreement to be executed by and between the Township and the Franklin Township Sewerage Authority (the “Authority”).
