AN ORDINANCE AMENDING THE CODE OF THE TOWNSHIP OF FRANKLIN, COUNTY OF SOMERSET, STATE OF NEW JERSEY, MORE PARTICULARLY CHAPTER 5, ADMINISTRATION OF GOVERNMENT, ARTICLE II EXECUTIVE AND LEGISLATIVE, SECTION 5-4, MEETINGS OF TOWNSHIP COUNCIL, SUBSECTION B – AGENDA.
An Ordinance amending the agenda formats for Township Council Work Sessions, Regular Meetings and Combined Worksession/Regular Meetings.

AN ORDINANCE TO AMEND THE CODE OF THE TOWNSHIP OF FRANKLIN, COUNTY OF SOMERSET AND STATE OF NEW JERSEY, MORE PARTICULARLY CHAPTER 226 - VEHICLES AND TRAFFIC, SECTION 226-20 – STOP INTERSECTIONS (CEDAR BROOK DRIVE AND ROLLING ROAD AREA)
SUMMARY
An ordinance amending the Traffic Ordinance to add the following stop intersections in the Cedar Brook Drive and Rolling Road Area: Rolling Road & Cedar Brook Drive (Stop Sign on Rolling Road); Seelys Run & Cedar Brook Drive (Stop Sign on Seelys Run); Seelys Run & Rolling Road (Stop Sign on Seelys Run); Heather Drive & Rolling Road (Stop Sign on Heather Drive); Norris Road & Rolling Road (Stop Sign on Norris Road); Liberty Lane & Rolling Road (Stop Sign on Liberty Lane); Liberty Lane & Colony Court (Stop Sign on Liberty Lane); and Cedar Brook Drive & Heather Drive (Stop Sign on Cedar Brook Drive).
ORDINANCE NO. 3719
AN ORDINANCE AMENDING THE CODE OF THE TOWNSHIP OF FRANKLIN, COUNTY OF SOMERSET, STATE OF NEW JERSEY MORE PARTICULARLY CHAPTER 333, STREETS AND SIDEWALKS, ARTICLE 1, STREET OPENINGS.
An ordinance amending Chapter 333, Streets and Sidewalks, Article I, Street Openings to eliminate the inspection escrow and include it in the permit fee. This would eliminate the $150.00 deposit required for each application. The proposed permit fee will be based on the square feet of road opening and no portion of the fee will be returned. As a result, the Engineering Department will handle the street opening permit process.

The following Ordinance was Introduced and read for the first time at a regular meeting of the Township Council of the Township of Franklin, County of Somerset and State of New Jersey on September 18, 2007; amended at a regular meeting of the Township Council of the Township of Franklin on October 9, 2007. This Amended Ordinance will be further considered for final passage by the said Township Council, at the Municipal Complex, 475 DeMott Lane, Somerset NJ on November 8, 2007 at a meeting beginning at 7:00 pm, or at any time and place to which such meeting may be adjourned. All persons interested will be given the opportunity to be heard concerning such Ordinance. During the week prior to and up to and including the date of such meeting copies of the full ordinance will be available at no cost and during regular business hours, at the Clerk’s office for the members of the general public who shall request the same.

An Ordinance amending Chapter 50, Police Department, Section 50-10, Eligibility for Promotion, provide minimum degrees from accredited colleges and universities for promotion within the police ranks.

ORDINANCE TO EXCEED THE MUNICIPAL BUDGET APPROPRIATION LIMITS AND TO ESTABLISH A CAP BANK (N.J.S.A. 40A:4-45.14)
SUMMARY
An Ordinance authorizing the Township to exceed the Municipal Budget Appropriation Limits and to establish a Cap Bank as per N.J.S.A. 40A:4-45.14. The SFY 2008 budget year, the final appropriations of the Township of Franklin shall, in accordance with said ordinance and N.J.S.A. 40A:4-45.14, is proposed to be increased by 1%, amounting to $345,116.00. It also provides that any amount authorized in said ordinance that is not appropriated as part of the final budget shall be retained as an exception to final appropriation in either of the next two succeeding years.
