PUBLIC NOTICE IS HEREBY GIVEN that the following ordinances were approved for final adoption by the Township Council of the Township of Franklin at a Regular Meeting held October 28, 2008:

 

ORDINANCE NO. 3789

 

AN ORDINANCE TO AMEND THE CODE OF THE TOWNSHIP OF FRANKLIN, COUNTY OF SOMERSET AND STATE OF NEW JERSEY, MORE PARTICULARLY CHAPTER 226 - VEHICLES AND TRAFFIC, SECTION 226-20 – STOP INTERSECTIONS

 

SUMMARY

 

An ordinance amending the Traffic Ordinance to add the following stop intersections:  1) Bruns Street and Kee Avenue (Stop Sign on Kee Avenue); 2) Burns Street and Miller Avenue (Stop Sign on Miller Avenue); and 3) Miller Avenue and Green Street (Stop Sign on Miller Avenue).

 

ORDINANCE NO.  3790

 

AN ORDINANCE AMENDING THE CODE OF THE TOWNSHIP OF FRANKIN, COUNTY OF SOMERSET, STATE OF NEW JERSEY, MORE PARTICULARLY CHAPTER 226, TRAFFIC AND VEHICLES, SECTION 226-10 – STOPPING OR STANDING PROHIBITED DURING CERTAIN HOURS; SECTION 226-13 – PARKING PROHIBITED AT ALL TIMES ON CERTAIN STREETS; AND SECTION 226-33 – RESIDENT PERMIT PARKING PROGRAM.

 

SUMMARY

 

This ordinance amends Code Chapter 226, Traffic and Vehicles, Section 226-10, Stopping or Standing Prohibited During Certain Hours by deleting Dekalb Street, East Side, 24 hours from Franklin Blvd. to end; Section 226-13, Parking Prohibited at All Times on Certain Streets by deleting Dekalb Street, west side from a point 311 feet north of the northerly edge of Rogers Avenue to a point 311 feet northerly thereof and Section 226-33 – Resident Permit Parking Program with the addition of DeKalb Street on the west side from 8 am to 8 pm, everyday, from a point 311 feet north of the northerly edge of Rogers Avenue to the terminus to the north ; Carmen Street on the west side from 8 pm to 8am, everyday, from Franklin Blvd. to Irvington Avenue; and Rogers Avenue on both sides, 8 pm to 8am, everyday, from Carmen Street north to Dead End.

 

 

 

 

ORDINANCE NO. 3791

 

AN ORDINANCE RELEASING, EXTINGUISHING AND VACATING THE RIGHTS OF THE PUBLIC IN A WALKWAY BETWEEN HAWTHORNE DRIVE AND THE TERMINUS OF JEFFERSON STREET IN THE TOWNSHIP OF FRANKLIN, COUNTY OF SOMERSET, STATE OF NEW JERSEY.

 

SUMMARY

 

An Ordinance releasing, extinguishing and vacating a walkway between Hawthorne Drive and the terminus of Jefferson Street.

INTRODUCED ORDINANCE NO. 3797

 

The following Ordinance was Introduced and read for the first time at a regular meeting of the Township Council of the Township of Franklin, County of Somerset and State of New Jersey on October 28, 2008.  This Ordinance will be further considered for final passage by the said Township Council, at the Municipal Complex, 475 DeMott Lane, Somerset NJ on November 25, 2008 at a meeting beginning at 7:00 pm, or at any time and place to which such meeting may be adjourned.  All persons interested will be given the opportunity to be heard concerning such Ordinance.  During the week prior to and up to and including the date of such meeting copies of the full ordinance will be available at no cost and during regular business hours, at the Clerk’s office for the members of the general public who shall request the same.

SUMMARY

 

This ordinance amends Code Chapter 226, Traffic and Vehicles, Section 226-13, Parking Prohibited at All Times on Certain Streets by adding Berry Street – east side from School to Camner Avenue and the west side from a point 37 feet south of Voorhees Avenue to Camner Avenue.

ORDINANCE TO AMEND THE CODE OF THE TOWNSHIP OF FRANKLIN, COUNTY OF SOMERSET, NEW JERSEY, CHAPTER 46, PERSONNEL POLICIES, SECTION 46-11, EMPLOYMENT BENEFITS – ADD NEW SUBSECTION O – DONATED LEAVE PROGRAM.

 

SUMMARY

 

An ordinance amending the Franklin Township Municipal Code Chapter 46, Personnel Policies, Section 46-11, Employment Benefits by adding a new Subsection O – Donated Leave Program that provides an employee who has exhausted their own earned leave, and either themselves, or a family member, is suffering from a catastrophic health condition or injury which is expected to require a prolonged absence from work, to be provided with additional leave time up to 180 days.

FRANKLIN TOWNSHIP, SOMERSET COUNTY

PUBLIC NOTICE ADOPTED RESOLUTION

 

PUBLIC NOTICE IS HEREBY GIVEN that the following resolution was adopted by the Township Council of the Township of Franklin at a Regular Meeting held October 28, 2008:

 

a resolution to affirm franklin township’s civil rights policy with respect to all officials, appointees, prospective employees, volunteers, independent conractors, and members of the public that come into contact with municipal employees, officials and volunteers

 

            WHEREAS, it is the policy of the Township of Franklin to treat the public, employees, prospective employees, appointees, volunteers and contractors in a manner consistent with all applicable civil rights laws and regulations including, but not limited to the Federal Civil Rights Act of 1964 as subsequently amended, the New Jersey Law against Discrimination, the Americans with Disabilities Act and the Conscientious Employee Protection Act; and

 

            WHEREAS, the Mayor and Council of the Township of Franklin has determined that certain procedures need to be established to accomplish this policy;

 

            NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council that:

 

Section 1:       No official, employee, appointee or volunteer of the Township of Franklin by whatever title known, or any entity that is in any way apart of, contracted to, or receives funds from the Township of Franklin shall engage, either directly or indirectly in any act including the failure to act that constitutes discrimination, harassment or a violation of any person’s civil rights while such official, employee, appointee volunteer, contractor or entity is engaged in or acting behalf of the Township of Franklin’s business or using the facilities or property of the Township of Franklin.

 

Section 2:       The prohibitions and requirements of this resolution shall extend to any person or entity, including but not limited to any volunteer organization or inter-local organization, whether structured as a governmental entity or a private entity, that receives authorization or support in any way from the Township of Franklin to provide services that otherwise could be performed by the Township of Franklin.

 

Section 3:       Discrimination, harassment and civil rights shall be defined for purposes of this resolution using the latest definitions contained in the applicable Federal and State laws concerning discrimination, harassment and civil rights.

 

Section 4:       The Township Manager shall establish written procedures for any person to report alleged discrimination, harassment and violations of civil rights prohibited by this resolution.  Such procedures shall include multiple ways to report a complaint so that the person making the complaint is not intimidated in the event that the person who allegedly violated this resolution is the normal contact for such complaints.

 

Section 5:       No person shall retaliate against any person who reports any alleged discrimination, harassment or violation of civil rights, provided however, that any person who reports alleged violations in bad faith shall be subject to the applicable penalties under law.

 

Section 6:       The Township Manager shall establish written procedures that require all officials, employees, appointees and volunteers of the Township of Franklin as well as all other entities subject to this resolution to periodically complete training concerning their duties, responsibilities and rights pursuant to this resolution.

 

Section 7:       The Township Manager shall establish a system to monitor compliance and shall report a least annually to the Mayor and Council the results of the monitoring.

 

Section 8:       At least annually, the Township Manager shall cause a summary of this resolution and the procedures established pursuant to this resolution to be included in at least one written communications mailing widely distributed within the Township of Franklin.  This communication shall include a statement from the Mayor and Council expressing its unequivocal commitment to enforce this resolution.  This summary shall also be posted on the Township of Franklin’s web site.

 

Section 9:       This resolution shall take effect immediately.

 

Section 10:     A copy of this resolution shall be published in the official newspaper of the Township of Franklin in order for the public to be made aware of this policy and the Township of Franklin’s commitment to the implementation and enforcement of this policy.
