PLEASE TAKE NOTICE that on December 20, 2007 in the Council Chambers at the Franklin Township Municipal Building, 475 DeMott Lane, Somerset County, NJ, the Township Council will hold a special meeting on Thursday, December 20, 2007 at 7:00 p.m. to consider endorsing the proposed amendment to the Housing Element of the Master Plan and the Fair Share Plan, at which time and place all interested parties will be given an opportunity to be heard. The amended plan is on file as of December 7, 2007 with the Township Clerk, Franklin Township Municipal building and may be inspected during normal business hours in the Office of the Township Clerk prior said meeting.

ORDINANCE NO. 3727
AN ORDINANCE AMENDING THE CODE OF THE TOWNSHIP OF FRANKLIN, COUNTY OF SOMERSET, STATE OF NEW JERSEY MORE PARTICULARLY CHAPTER 62 - SALARIES & COMPENSATION – SECTION 62-12, HOURLY WAGE SCALE FOR BLUE COLLAR EMPLOYEES AND SECTION 62-13, ANNUAL LONGEVITY FOR BLUE COLLAR EMPLOYEES.
An ordinance amending Chapter 62, Salaries and Compensation, Section 62-12, Hourly Wage Scale for Blue Collar Employees for FY2007 through FY2010 and amending Section 62-13, Annual Longevity for Blue Collar Employees by adding longevity to base salary in FY08 through and FY10 based on years of service as of July 1, 2008 with the intention of phasing out of longevity effective July 1, 2011.

AN ORDINANCE REVISING, AMENDING AND SUPPLEMENTING THE CODE OF THE TOWNSHIP OF FRANKLIN, MORE SPECIFICALLY, CHAPTER 112, LAND DEVELOPMENT, ARTICLE IV, SUPPLEMENTARY ZONING REGULATIONS, SECTION 112-33, RECYCLING AND SOLID WASTE REQUIREMENTS FOR NEW DEVELOPMENTS OF MULTI-FAMILY RESIDENTIAL UNITS OR COMMERCIAL, INSTITUTIONAL, GOVERNMENT OR INDUSTRIAL PROPERTIES, CHAPTER 146, CONSTRUCTION CODES UNIFORM, SECTION 146-1, FEES; AND CHAPTER 284, RECYCLING, ARTICLE I, MANDATORY RESIDENTIAL PROGRAM, SECTION 284-1, DEFINITIONS, AND ARTICLE III, MANDATORY COMMERCIAL, INDUSTRIAL, INSTITUTIONAL, GOVERNMENT AND OFFICE PARK, SECTION 284-13, DEFINITIONS.
An ordinance revising, amending and supplementing the Municipal Code of the Township of Franklin, County of Somerset, State of New Jersey for compliance with updated guidelines and/or requirements for recycling of certain materials as issued by the Somerset County Department of Public Works, Division of Solid Waste Management.
ORDINANCE NO. 3729, As Amended
AN ORDINANCE AMENDING THE CODE OF THE TOWNSHIP OF FRANKLIN, SOMERSET COUNTY, NEW JERSEY, MORE PARTICULARLY CHAPTER 112, DEVELOPMENT, ARTICLE 1, GENERAL PROVISIONS, SECTION 112-4, DEFINITIONS; ARTICLE V, CONDITIONAL USES, SECTION 112-37, CHURCHES AND SIMILAR PLACES OF WORSHIP & SECTION 112-41, HOME OCCUPATIONS; ARTICLE XXIII, SITE PLAN REVIEW, SECTION 112-185, SITE PLAN REVIEW REQUIRED; SIMULTANEOUS REVIEW; EXCEPTIONS; MINOR SITE PLAN APPLICATION; AND SCHEDULE 1, PERMITTED USES.
This ordinance amends provisions of Chapter 112, Land Development, pertaining to the construction of churches and similar places of worship. Such measures are intended to allow reasonable accommodation for churches and similar places of worship within the Township, but in the manner that reduces impacts to the surrounding area.
This ordinance also removes the more intensive variety of Home Occupations (i.e., the type that involve regular customer of patient visitation, a non-resident employee, signage, etc.) as a conditionally permitted use in residences but continues to permit the les intensive type of Home Occupation (i.e., the type that involve no regular customer or patient visitation, no non-resident employees, no signage, etc.) as a permitted accessory use within a residence. Schedule I, Permitted Uses, is amended to allow home occupations, as specifically defined, as a permitted accessory use within a residence and delete home occupations as a conditional permitted use.
This ordinance also amends when site plan review is not required, establishes a Technical Review Committee and amend the definition of minor site plan.
ORDINANCE NO. 3730
AN ORDINANCE OF THE TOWNSHIP OF FRANKLIN, COUNTY OF SOMERSET AND STATE OF NEW JERSEY ACCEPTING AN EASEMENT RESTRICTING PROPERTY KNOWN AS BLOCK 5.02, LOTS 26.01 & 171 (HIGGINS FARM PROPERTY) FOR AGRICULTURAL USE ONLY.
An ordinance accepting an easement restricting property known as Block 5.02, Lots 26.01 & 171 (Higgins Farm Property) for agricultural use only.
