PUBLIC NOTICE OF ADOPTED ORDINANCES
PUBLIC NOTICE IS HEREBY GIVEN that the following ordinances were approved for final adoption by the Township Council of the Township of Franklin at a Regular Meeting held on April 24, 2007:
ORDINANCE NO. 3678
AN ORDINANCE AMENDING THE CODE OF THE TOWNSHIP OF FRANKLIN, COUNTY OF SOMERSET, STATE OF NEW JERSEY, MORE PARTICULARLY CHAPTER 112, DEVELOPMENT, SECTION 112-23 – PARKING OF VEHICLES
This ordinance amends Code Section 112-23 – Parking of Vehicles to read as follows: “No commercially registered vehicle of more than 12,500 pounds gross vehicle weight rating shall be parked out of doors in any residential zone between the hours of 12:00 midnight and 6:00 a.m.”
ORDINANCE NO. 3680
ORDINANCE TO AMEND THE CODE OF THE TOWNSHIP OF FRANKLIN, COUNTY OF SOMERSET AND STATE OF NEW JERSEY, MORE PARTICULARLY CHAPTER 180, FEES, ARTICLE IV, MISCELLANEOUS FEES, SECTION 180-9 – WEDDINGS BY MAYOR AND DEPUTY MAYOR. (ADD CIVIL UNION AND AMEND TO DEPOSIT FEES INTO THE GENERAL FUND.)
An ordinance amending Chapter 180, Fees, Article IV, Miscellaneous Fees by adding civil unions and amend fees to be deposited into the general fund.
ORDINANCE NO. 3681
AN ORDINANCE AMENDING THE CODE OF THE TOWNSHIP OF FRANKLIN, COUNTY OF SOMERSET AND STATE OF NEW JERSEY, MORE PARTICULARLY CHAPTER 222, TREES
An ordinance amending the Code, Chapter 22, Trees with the following changes: (1) Change all references of the Environmental Commission to the Shade Tree Commission; (2) the Shade Tree Commission will forward their recommendations on tree removal permits within ten (10) days of its regularly scheduled meeting; (3) increase the fees for tree removal permits when there is no building permit, subdivision or site plan approval involved from $10 tot $25 per plot on land that has been or is about to be subdivided, and on all other land from $5 to $30 per tree for individual removals and from $25 to $500 per acre for clearing land of trees.
ORDINANCE NO. 3682
AN ORDINANCE AMEND THE CODE OF THE TOWNSHIP OF FRANKLIN, COUNTY OF SOMERSET, STATE OF NEW JERSEY, MORE PARTICULARLY CHAPTER 13, BOARDS, COMMISSIONS AND COMMITTEES, ARTICLE XXI, TRAILS ADVISORY COMMITTEE, SECTION 13-88, MEMBERSHIP AND SECTION 13-89, TERM OF OFFICE. (Increase 7 regular members to 9 regular members.)
An Ordinance amending Chapter 13, Boards, Commissions and Committee to increase membership from seven (7) regular members to nine (9) regular members and to provide terms of office so that one term ends December 31, 2007 and one term ends December 31, 2010. This would allow for three (3) terms be up for appointment each year.

AN ORDINANCE RELEASING, EXTINGUISHING AND VACATING THE RIGHTS OF THE PUBLIC IN A PORTION OF STREETS KNOWN AS A PORTION OF GIRARD AVENUE AND CLIFTON STREET IN THE TOWNSHIP OF FRANKLIN, COUNTY OF SOMERSET, STATE OF NEW JERSEY.
An Ordinance releasing, extinguishing and vacating a portion of streets known as Girard Avenue and Clifton Street in connection with the conveyance of properties to Habitat for Humanity.

AN ORDINANCE AUTHORIZING THE PRIVATE SALE OF TOWNSHIP OWNED LAND LOCATED IN BLOCK 307, LOT 7 (141 GIRARD AVENUE); BLOCK 308, LOT 36.01 (130 GIRARD AVENUE); BLOCK 308, LOT 37.01 (140 GIRARD AVENUE); BLOCK 309, LOT 1 (131 GIRARD AVENUE); AND BLOCK 320, LOTS 38 & 39.01 (37 IRVINGTON SREET) IN THE TOWNSHIP OF FRANKLIN, COUNTY OF SOMERSET, STATE OF NEW JERSEY
An ordinance authorizing the private sale of Township owned land located in Block 307, Lot 7 (141 Girard Avenue); Block 308, Lot 36.01 (130 Girard Avenue); Block308, Lot 37.01 (140 Girard Avenue); Block 309, Lot 1 (131 Girard Avenue); and Block 320, Lots 38 & 39.01 (37 Irvington Avenue) to Raritan Valley Habitat for Humanity to build affordable housing.

An Ordinance authorizing acceptance of deed of drainage easement to the Township for Lot 9.68 in Block 86.01 and deed of utility easement to the Township for Lot 9.64 in Block 86.01 in connection with Rachel Manor Properties – Docket No. PLN2005-0039.

PUBLIC NOTICE
The capital ordinance, the title of which is published herewith, has been finally adopted by the Township Council of the Township of Franklin, in the County of Somerset, State of New Jersey on April 24, 2007.
The purpose of this capital ordinance is to appropriate the sum of $117,000 which consists of a $117,000 contribution received by the Township from the Franklin Township Sewerage Authority (the “Authority”) and now available in the Capital Improvement Fund of the Township and to expend such moneys for the payment of the purchase price of real property located on Block 151, Lots 9-11 on the official tax map of the Township for the construction by the Authority of a sewer pump station to provide additional sewer capacity for various properties within a redevelopment area in the Township known as the Renaissance 2000 redevelopment area.

This ordinance amends Attachment A, in its entirety, of Ordinance No. 3540 entitled, “An Ordinance of the Township of Franklin, County of Somerset and State of New Jersey Creating a Special Improvement District for the Township of Franklin – Hamilton Street Business Community,” adopted by the Township Council at a meeting held on April 26, 2005.
