Ordinance #3473 – An Ordinance Amending the Code of the Township of Franklin, more particularly amending Ordinance No. 3405, Establishing Contracting Reform in the Township of Franklin – Prohibit Awarding Public Contracts to certain Contributors. (Various amendments are made throughout the ordinance.) Public Hearing and further consideration is scheduled for December 14, 2004 at 8:00 p.m.
b. Ordinance #3505 – Acceptance of Deeds of Dedication and Declaration of Cross Easement as a result of Somerset Jam, LLC/Minor Subdivision with Variances – Docket #PLN 2003-0041 – Somerset Valley Business Campus, Campus Drive. Public Hearing and further consideration is scheduled for December 14, 2004 at 8:00 p.m.
c. Ordinance #3506 – Amend Code Chapter 127, Fees, Establishing Fees to be charged for fees for copies of Documents requested through the Municipal Prosecutor for Municipal Court Discovery. Public Hearing and further consideration is scheduled for December 14, 2004 at 8:00 p.m.

Ordinance #3507 – Authorizing a Lease Amendment for Certain Premises owned by Trap Rock Industries, Inc. to the Township for the Installation of Communications Antenna and Transmission Line/Receiving Equipment for the period of January 1, 2005 to December 31, 2005. a. Resolution #04-486 – Authorize Execution of Grant Agreement with US Department of Housing and Urban Development Community Development Block Grant for the 2004 Program Year in the amount of $388,000.00.
b. Resolution #04-487 – Authorize Grant Application to NJDCA of Smart Growth TDR Planning Assistance Grant up to $40,000 to finance planning of Transfer of Development Rights (TDR) programs. The funds will be used to identify and analyze potential receiving zones.
c. Resolution #04-488 – Authorize Execution of 2004 CDBG Program Year Subgrantee Agreement with Franklin Township Food Bank for the Purchase of a Cargo Van in the amount of $20,000.00.
d. Resolution #04-489 – Authorize Execution of 2004 CDBG Program Subgrantee Agreement with Great Expectations for Site Improvements in the amount of $100,000.00.
e. Resolution #04-490 - Authorize Execution of 2004 CDBG Program Subgrantee Agreement with Somerset County Coalition for Affordable Housing for Housing Counseling in the amount of $7,000.00.
f. Resolution #04-491 – Amend the 2002 CDBG Program to reprogram funds originally allocated for the Gateway Project Property Acquisition to the Housing Rehabilitation Deferred Loan Program and Administration.
g. Resolution #04-492 – Request that the Somerset County Board of Chosen Freeholders establish a 36-ton weight restriction on South Middlebush Road (County Route 615), Claremont Road (County Route 648) and Cedar Grove Lane (County Route 619).
h. Resolution #04-493 – Authorize Bingo/Raffle Licenses.
i. Resolution #04-494 – Ratify and Confirm participation in Stony-Brook-Millstone Watershed Association Assessment and appointments to the Point Committee of the Stony-Brook-Millstone Watershed Association.
