PUBLIC NOTICE ORDINANCES ADOPTED
PUBLIC NOTICE IS HEREBY GIVEN that the following ordinance was approved for final adoption by the Township Council of the Township of Franklin at a Regular Meeting held June 10, 2010:
ORDINANCE NO. 3882-10
AN ORDINANCE AMENDING THE MUNICIPAL CODE OF THE TOWNSHIP OF FRANKLIN, COUNTY OF SOMERSET, STATE OF NEWJERSEY, MORE PARTICULARLY CHAPTER 5, ADMINISTRATION OF GOVERNMENT.
SUMMARY
This ordinance amends Chapter 5, Administration of Government in the Municipal Code of the Township of Franklin as follows: 1) Provide amending the agenda may occur anytime during a Council Meeting; 2) Provision for Additional Attorneys; 3) Provide Certification Requirement for Deputy Clerk; 4) Relocating the Division of Grant Administration and the Division of Vital Statistics under the Township Clerk; 5) Provision of the Division of Economic Development and the Division of Information Technology under the Township Manager; 6) Updating the Division of Financial Administration; 7)Provisions for Assistant Public Defenders; 8) Separate Department of Community Affairs into two departments: Department of Planning and Zoning and Department of Construction Code Enforcement; 9) Repeal Article VI, Public Health; 10) Relocate Division of Animal Control under Public Safety; and 11) Repeal Article XI, Economic Development and Article XII, Information Technology.

ORDINANCE TO AMEND THE CODE OF THE TOWNSHIP OF FRANKLIN, COUNTY OF SOMERSET AND STATE OF NEW JERSEY, MORE PARTICULARLY CHAPTER 180, FEES, ARTICLE IV, MISCELLANEOUS FEES, SECTION 180-9 – WEDDINGS BY MAYOR AND DEPUTY MAYOR.
An ordinance amending Chapter 180, Fees, Article IV, Miscellaneous Fees by increasing the fee to $150.00 and establishing $100.00 to be retained in the general fund and $50.00 as the fee to be disbursed to the Mayor or Deputy Mayor through the appropriate budget line item.

AN ORDINANCE TO AMEND THE CODE OF THE TOWNSHIP OF FRANKLIN, COUNTY OF SOMERSET AND STATE OF NEW JERSEY, MORE PARTICULARLY CHAPTER 226 - VEHICLES AND TRAFFIC, SECTION 226-20 – STOP INTERSECTIONS (EAST MILLSTONE AREA AND HALL STREET AREA)
SUMMARY
An ordinance amending the Traffic Ordinance to add the following stop intersections in the East Millstone Area: Market Street & Livingston Avenue; Market Street & Bradley Avenue; William Street & Bradley Avenue; Elm Street & William Street; Elm Street & Franklin Street; Wortman Street & Elm Street; Wortman Street & Livingston Avenue; and Franklin Street & Welsh’s Lane. It also adds the following stop intersections in the Hall Street Area: Madison Avenue & Hall Street and Adams Street & Madison Avenue.

The following Ordinance was Introduced and read for the first time at a regular meeting of the Township Council of the Township of Franklin, County of Somerset and State of New Jersey on June 10, 2010. This Ordinance will be further considered for final passage by the said Township Council, at the Municipal Complex, 475 DeMott Lane, Somerset NJ on July 13, 2010 at a meeting beginning at 7:00 pm, or at any time and place to which such meeting may be adjourned. All persons interested will be given the opportunity to be heard concerning such Ordinance. During the week prior to and up to and including the date of such meeting copies of the full ordinance will be available at no cost and during regular business hours, at the Clerk’s office for the members of the general public who shall request the same.

An ordinance authorizing the acquisition by purchase or condemnation the following property for open space and/or farmland preservation purposes: Duchai Farm located at 455 Canal Road within the Township also known as Block 59.01, Lot 3.02, +/- 14.06 acres.

The bond ordinance, the summary terms of which are included herein, was introduced and passed upon first reading at a meeting of the governing body of the Township of Franklin, in the County of Somerset, State of New Jersey, on June 10, 2010.
