PUBLIC NOTICE ORDINANCES ADOPTED
PUBLIC NOTICE IS HEREBY GIVEN that the following ordinances were approved for final adoption by the Township Council of the Township of Franklin at a Regular Meeting held December 14, 2010:
ORDINANCE NO. 3913-10
ORDINANCE TO EXCEED THE MUNICIPAL BUDGET APPROPRIATION LIMITS AND TO ESTABLISH A CAP BANK (N.J.S.A. 40A:4-45.14)
An Ordinance authorizing the Township to exceed the Municipal Budget Appropriation Limits and to establish a Cap Bank as per N.J.S.A. 40A:4-45.14. The SFY 2011 budget year, the final appropriations of the Township of Franklin shall, in accordance with said ordinance and N.J.S.A. 40A:4-45.14, is proposed to be increased by 1%, amounting to $1,457,638.95. It also provides that any amount authorized in said ordinance that is not appropriated as part of the final budget shall be retained as an exception to final appropriation in either of the next two succeeding years.

AN ORDINANCE OF THE TOWNSHIP OF FRANKLIN, COUNTY OF SOMERSET, STATE OF NEW JERSEY ESTABLISHING GRADING SYSTEM FOR LICENSING OF RETAIL FOOD ESTABLISHMENTS
SUMMARY
An ordinance establishing Grading system for Licensing of Retail Food Establishments as follows: “A” shall mean that the retail food establishment is found to be operating in substantial compliance with all local and state codes and regulations; “B” shall mean a receiving a satisfactory inspection with violations observed which will warrant a follow-up inspection of the establishment; “C” shall mean receiving a conditionally satisfactory inspection, with 3 or more critical violations requiring correction and reinspection within 24-48 hours; and An “unsatisfactory” rating shall mean a retail food establishment that is operating with one or more violations that constitute gross insanitary or public health hazards.

AN ORDINANCE AMENDING THE CODE OF THE TOWNSHIP OF FRANKLIN IN THE COUNTY OF SOMERSET, STATE OF NEW JERSEY MORE PARTICULARLY CHAPTER 350, TAXICABS.
SUMMARY
An ordinance amending Chapter 350, Taxicabs, by increasing the renewal fee to $75.00 for taxicab driver’s license and $250.00 for taxicab owner’s first vehicle and $100.00 for each subsequent vehicle and $50.00 for the annual inspection fee.

NOTICE OF PENDING BOND ORDINANCE NO. 3918-11 AND SUMMARY
The bond ordinance, the summary terms of which are included herein, was introduced and passed upon first reading at a meeting of the governing body of the Township of Franklin, in the County of Somerset, State of New Jersey, on December 14, 2010. It will be further considered for final passage, after public hearing thereon, at a meeting of the governing body to be held at the Township Municipal Building in said Township on January 4, 2011 at 7:00 p.m. During the week prior to and up to and including the date of such meeting copies of the full ordinance will be available at no cost and during regular business hours, at the Clerk’s office for the members of the general public who shall request the same.
