PUBLIC NOTICE IS HEREBY GIVEN that the following ordinances were approved for final adoption by the Township Council of the Township of Franklin at a Regular Meeting held November 9, 2010:

 

ORDINANCE NO. 3909-10 (As Amended)

 

ORDINANCE TO AMEND THE CODE OF THE TOWNSHIP OF FRANKLIN, COUNTY OF SOMERSET AND STATE OF NEW JERSEY, MORE PARTICULARLY CHAPTER 325, SPECIAL EVENTS, SECTION 325-10, LICENSE FEES.

 

SUMMARY

 

An ordinance amending the Code Chapter 325 – Special Events, Section 325-10, License Fees by changing the fees to $125.00 for one-day events and $200.00 per day for circuses, carnivals and large special events.

ORDINANCE TO AMEND THE CODE OF THE TOWNSHIP OF FRANKLIN, COUNTY OF SOMERSET AND STATE OF NEW JERSEY, MORE PARTICULARLY CHAPTER 378, VEHICLES LICENSED IN ITS ENTIRETY AND RENAMING THE CHAPTER TO CHAPTER 378, MOTORIZED SPORT BIKES AND RELATED VEHICLES.

 

SUMMARY

 

An ordinance amending Chapter 378 by renaming chapter “Motorized Sport Bikes and Related Vehicles” and revising the entire chapter.

BOND ORDINANCE NO. 3911-10 STATEMENTS AND SUMMARY

                The bond ordinance, the summary terms of which are included herein, has been finally adopted by the Township Council of the Township of Franklin, in the County of Somerset, State of New Jersey on November 9, 2010 and the twenty (20) day period of limitation within which a suit, action or proceeding questioning the validity of such ordinance can be commenced, as provided in the Local Bond Law, has begun to run from the date of the first publication of this statement.  Copies of the full ordinance are available at no cost and during regular business hours at the Clerk’s office for members of the general public who request the same.  The summary of the terms of such bond ordinance follows:

NOTICE OF ADOPTION OF CAPITAL ORDINANCE NO. 3912-10

 

 

The capital ordinance, the title of which is published herewith, has been finally adopted by the Township Council of the Township of Franklin, in the County of Somerset, State of New Jersey (the “Township”) on November 9, 2010.

 

The purpose of this capital ordinance is to appropriate the sum of $125,000 now available in the Open Space Trust Fund of the Township for the acquisition and installation of lights in Little League fields throughout the Township for open space purposes.

INTRODUCED ORDINANCE NO. 3913-10

 

The following Ordinance was Introduced and read for the first time at a regular meeting of the Township Council of the Township of Franklin, County of Somerset and State of New Jersey on November 9, 2010.  This Ordinance will be further considered for final passage by the said Township Council, at the Municipal Complex, 475 DeMott Lane, Somerset NJ on December 14, 2010 at a meeting beginning at 7:00 pm, or at any time and place to which such meeting may be adjourned.  All persons interested will be given the opportunity to be heard concerning such Ordinance.  During the week prior to and up to and including the date of such meeting copies of the full ordinance will be available at no cost and during regular business hours, at the Clerk’s office for the members of the general public who shall request the same.

 

ORDINANCE TO EXCEED THE MUNICIPAL BUDGET APPROPRIATION LIMITS AND TO ESTABLISH A CAP BANK (N.J.S.A. 40A:4-45.14)

SUMMARY

 

An Ordinance authorizing the Township to exceed the Municipal Budget Appropriation Limits and to establish a Cap Bank as per N.J.S.A. 40A:4-45.14.  The SFY 2011 budget year, the final appropriations of the Township of Franklin shall, in accordance with said ordinance and N.J.S.A. 40A:4-45.14, is proposed to be increased by 1%, amounting to $1,457,638.95.  It also provides that any amount authorized in said ordinance that is not appropriated as part of the final budget shall be retained as an exception to final appropriation in either of the next two succeeding years.

AN ORDINANCE OF THE TOWNSHIP OF FRANKLIN, COUNTY OF SOMERSET, STATE OF NEW JERSEY ESTABLISHING GRADING SYSTEM FOR LICENSING OF RETAIL FOOD ESTABLISHMENTS

 

SUMMARY

 

An ordinance establishing Grading system for Licensing of Retail Food Establishments as follows:  “A” shall mean that the retail food establishment is found to be operating in substantial compliance with all local and state codes and regulations; “B” shall mean a receiving a satisfactory inspection with violations observed which will warrant a follow-up inspection of the establishment;  “C” shall mean receiving a conditionally satisfactory inspection, with 3 or more critical violations requiring correction and re-inspection within 24-48 hours; and An “unsatisfactory” rating shall mean a retail food establishment that is operating with one or more violations that constitute gross insanitary or public health hazards.
