RE:       Land Preservation Consultant’s Monthly Report

 

Since the last OSAC meeting on March 21, 2007, I worked on the following projects:


  1. Ten Mile run pedestrian bridge—High School that had previously said they would design bridge, has now declined to design it.  I am working with Township Engineer to get a quote from Schoor DePalma to do the DEP permitting.  If we get permits, then we can design.
  2. Southern park development.  Went on-site with Osipowitz and Schoor DePalma representative to the Dunn/Gunther property and inspected the property for possible southern park.  Good location in my opinion.
  3. Eagle Scout projects.  Met on-site with father of Scout to discuss signage.
  4. Prepare OSAC and AAC agendas & minutes
  5. Worked on Collins, Lemantovich, Suydam, Chrin, Lake, Madden, Terhune, Temmer, Gaimin & Riya land preservation projects
  6. Updated PIG status report
  7. Prepared maps for PIG amendment request to SADC and CADB Grants (NRCS and Recreational Trails)
  8. Nepote Temporary Use Agreement
  9. Sign development:  Site visit with public works to get entrance signs installed.  (large wooden signs are now up at Memorial Forest, Griggstown, Negri-Nepote and Bunker Hill.)
  10. Revise Trails Advisory Committee’s initial report and map
  11. Attend TAC & AAC meetings
  12. Attend monthly meeting with Township Manager Daly
  13. Respond to phone calls from citizens:  Nieman farm,
  14. Attended OSAC-sponsored outing (did not bill Township).
  15. Fallen tree removal on Tulipwood.
  16. Public works coordination, including arranging Griggstown and Nepote fields to be mowed.
  17. Begin FY09 PIG grant application work

RE:      Historic Preservation grant request

 

The Franklin Township Open Space Advisory Committee (OSAC) has received and reviewed the application from the KUMC for a historic grant.  The OSAC’s review resulted in the committee having a few questions regarding the application. 

 

Specifically, the OSAC noticed that, as requested, there are two cost estimates.  One estimate is from Francis J. Atkinson & Sons and is for $27,650.  The second estimate is from Schtiller & Plevy and is for $33,800.  The OSAC wants to know if there is any difference in the work that would be performed under these two estimates.  Or are they for the identical work? 

 

Also, the application includes an estimate from Kane Brothers for $11,250 for reversing meeting room doors.  Is this part of the application request?

 

Please provide me with clarification regarding these issues so that I can report back to the OSAC and they can finish their review.

Land Preservation Consultant Job Description--FY ‘08

Under the direction of the Township Manager and in coordination with the Township’s Open Space Advisory Committee, performing as the Township Land Preservation Manager to coordinate all aspects of the Township’s Land Preservation program, including:

·         Preparing the monthly agendas and minutes for the Open Space Advisory Committee (OSAC) and for the Agricultural Advisory Committee (AAC) including arranging for the production of all appropriate maps, photographs and other background information that should accompany the OSAC and AAC agendas

·         Negotiating contracts with land owners for the preservation of their land.

·         Providing all necessary administrative support to ensure proper follow-up after OSAC, Trails Advisory Committee (TAC) and AAC meetings.

·         Keeping an accurate database of all secured and pending acquisitions and all properties that are under consideration by the OSAC or AAC.

·         Coordinating with the Department of Public Works to implement any needed maintenance of Township-owned open space, including arranging for the Department of Public Works to display proper signs on preserved properties.

·         Supervising temporary employees during the summer months.

·         Writing articles for the township newsletter and web site.

·         Preparing press releases.

·         Attending OSAC, TAC and AAC meetings (except during periods of illness or vacation which should not exceed two per year).

·         Arranging for displays at the annual Franklin Township Operation Cooperation Program (OPCOP).

·         Developing and maintaining the open space portion of the Township's web site.

·         Coordinating with state, county, federal and private non-profits to leverage available funding.

·         Assisting the Township with grant preparation, including assisting the Township in preparing the SADC FY 2008 PIG grant application.

·         Fulfilling all requirements of the SADC as the Township’s PIG Coordinator.

·         Developing, managing and monitoring, in cooperation with the Department of Public Works, the land management plan for township open space.

·         Coordinating with other township contractors who are involved in any aspect of the township open space, farmland, trails or historic preservation programs.

·         Coordinating and managing the OSAC’s historic grant program.

·         Providing other related services as authorized by the Township Manager.

Requirements

·         At least five years of negotiations experience.

·         Two years of trail and land GIS mapping background.

·         Five Six years of experience interfacing with municipal, county, state and federal agencies.

·         Three Four years of proven grant writing experience.

·         Demonstrated track record in acquiring grants.

·         Bachelor’s Degree or above required.

·         At least three four years of experience managing public open space and/or public parks.
