INSTRUCTION SHEET
FOR
BANNER REQUESTS

NOTE: Banners and pennants require approval from the Township of Franklin Planning Board pursuant to section B407.6 (g).

PHASE II
What to File

  1. Fee of $75 per banner.
  2. Completed application requesting waiver of site plan (Annex A).
  3. A sealed copy of an as built site plan to include architecturals showing elevation and placement of proposed banner(s). The submission is also to include a dimensioned plan of the proposed banner(s).
  4. A written description of proposal (to include size of banner, coloring and wording) which would also indicate the length of time (beginning and ending) banner will be in place.
  5. Signed statement by the owner of the property authorizing placement of banner (if applicable).

PHASE III
Public Hearing/Action/Resolution

  1. The applicant will be advised by letter of the date the application is scheduled for a discussion.
  2. The applicant, or attorney must be present at the hearing. Note: the applicant, if incorporated, must be represented by attorney.
  3. Within 45 days of action by the Board, the action taken will be reduced to writing and presented to the Board for adoption in the form of a resolution. The date of adoption of the resolution is the official date of approval for the application.

PHASE IV
Procedure After Approval

Upon adoption of a resolution by the Board, a copy of the resolution will be forwarded to the applicant within 10 days after adoption. The applicant must proceed to comply with all conditions of approval prior to the issuance of any building permit or commencement of any site clearing unless otherwise specified. Upon compliance with all conditions of approval, the site plans will be signed by the Secretary of the Planning Board and distributed to the applicant and appropriate township agencies. Building Permits for the construction may be issued upon proper application to the Department of Code Enforcement after signing of the site plans.
