The following statements are intended to describe the general nature and level of work being performed. They are not intended to be construed as an exhaustive list of all responsibilities, duties and skills required of personnel so classified.

POSITION SUMMARY
This position is responsible for the inspection of public works and private site development construction. Work includes interpreting construction plans, specifications, and related requirements. The Engineering Inspector works closely with the Township Engineer, Senior Engineers, Chief Engineering Inspector, and construction personnel ensuring that legal specifications and conditions of approval are met.

Works under the direct supervision of the Director of Land Use.

ESSENTIAL FUNCTIONS
• Performs on-site inspection of municipal engineering projects being performed by outside contractors to insure proper construction in accordance with approved plans and specifications. These include streets, drainage facilities and water mains.
• Performs on-site inspection of private developer projects approved by the Planning Board and Board of Adjustment to ensure compliance with resolution of approval and to ensure proper construction in accordance with approved plans and specifications.
• Handles resident complaints and inquiries in an efficient and courteous manner regarding engineering/construction matters; Provides information within scope of knowledge; Communicates official plans, policies, and procedures to the general public.
• Prepares engineering estimates, verifies unit cost/quantities and value of completed contract work and change orders. Files written job reports, correspondence, punch lists, minutes and other contract administration as required. Maintains a daily work log, inspection reports and prepares a weekly report to Township Engineer.
• Issues construction deficiency and/or stop work notices when required.
• Acts as representative of Township Engineer on routine field matters.
• Assist the Township Engineer in maintaining files, records and maps including the preparation of as-built drawings.
• Conducts engineering research as required.
• Reviews and comments on development applications to ensure consistent quality design and compliance with Township Facilities.
• Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

PERIPHERAL DUTIES
• Assists in fieldwork associated with the design and construction of municipal projects.
• Assist in assembling proposals and plans and specifications.
• Performs drafting and surveying activities as required.
• Conducts and/or participates in technical training sessions.
• Interacts with and assists other Township departments and represents the Township when dealing with federal, state, county, and local agencies and media regarding Engineering Department operations and issues.
• Serves on various interdepartmental project groups and committees as assigned.
• Performs other related duties as required and/or assigned.

KNOWLEDGE, SKILLS AND ABILITIES
• Knowledge of materials and methods used for public works construction projects such as roads, drainage facilities, water systems. This includes knowledge of relevant rules, ordinances and statutes as well as engineering terminology.
• Knowledge of mathematical principles required to perform related technical calculations.
• Ability to measure distance using a tape measure.
• Ability to read and interpret blueprints and drawings.
• Ability to observe and/or monitor work and procedures to determine compliance with prescribed specifications.
• Ability to prepare clear, sound, accurate and informative reports of investigations containing findings, conclusions and recommendations.
• Ability to exercise independent judgment and make on site decisions.
• Ability to work under adverse weather conditions.
• Ability to control contractors working for the Township and Developers.
• Ability to communicate effectively with contractors working for the Township and Developers.
• Ability to successfully interact with Township residents.
• Ability to work harmoniously with other municipal personnel and with private contractors.
• Ability to read, write, speak, and understand English.
• Ability to understand, remember and carry out verbal and written instructions.

MINIMUM QUALIFICATIONS

Education:

• High School Diploma or GED equivalent.
• Associate degree in Civil Engineering or closely related field desired but not required.
• Any equivalent or relevant combination of education, training, and experience.

Requirement(s):

• Must possess a valid NJ state driver's license.
• Must be available to emergency overtime assignments.

License(s):

• Surveyor’s license desired but not required.

• Transit, level, ruler, tape measure, calculator, computer.

• The noise level in the work environment is frequently high. The employee will occasionally work at night or in low light situations.
