This program is funded through the Community Development Block Grant for the purpose of issuing up to $25,000 in home improvement loans to eligible residents in Franklin Township, Somerset County. All homes must be owner-occupied. The Housing Rehabilitation Program allows the home owner to borrow funds from the Township to pursue work on your home. This program is designed to assist homeowners in contractor grade, violations, like-for-like repairs and improvements and to ensure your home is code compliant while also addressing the housing quality standards for the Community Development Grant Program.

What Is a Deferred Payment Loan?
A Deferred Payment loan is a non-interest bearing loan in which payment is deferred until the sale or transfer of the property.
What Is the Home Improvement Program?
The Franklin Township, Somerset County Home Improvement Program is funded by Franklin Township with Community Development Block Grant Funds. The purpose of the program is to help you rehabilitate your home. Housing Rehabilitation Program
What type of assistance Is available through the program?
A deferred payment loan of up to $25,000 is offered through this program.

In addition, program staff will prepare a detailed work write-up, review the contractor bids, perform in-progress inspections to assure quality work and a final inspection at the completion of work
What type of improvements are eligible?
The repair or replacement of substandard heating, electrical and plumbing systems, structural repairs, repairs to correct code violations, and stabilization measures, energy saving measures, such as new windows and storm doors. Those improvements that will upgrade the home to standard condition.
