Homeowners that make online payments through their bank’s websites must create two separate PAYEES, one for WATER and another for TAXES:

For water accounts, you must include your water account WITH the dash. (Ex. 123456-0 or 123456-801)
For tax accounts, you must only list your tax account number, NOT BLOCK AND LOT. (Ex. 000123456)

Homeowners must take into consideration that the date of receipt from the town is an estimate from the bank and is not always guaranteed. Please schedule your payments with enough time in the event of an unexpected delay in order to avoid late payments.

After-Hour Payments

There is a drop box outside the Public Safety Building for tax and water payments. This is for “after hour” payments made by checks. NO CASH should be put into the drop box. Pickup will be at 8:30 a.m. in the morning. Payments made during the day should be brought to the Tax Collector’s payment window at the front window in the Municipal Building.

You may hand in, mail or drop off the PTR-1A or PTR-2A with Part 1 completed and submitted with a self addressed stamped envelope.

About Us

Mission Statement

It is the mission of this division to collect revenues charged through various assessments including property tax and water meter assessments. The Department also handles property tax deductions/reductions, health issues pertaining to debris and dilapidated properties, tax sales and certification of tax searches.

The functions within this department fall within 4 broad categories, they are as follows:

Billing	Reporting
Cashiering	Enforcement

Throughout any giving year this department must collect revenue for the County, Schools, Municipality and Fire Districts. We must enforce collection for special assessments assessed against owners receiving a benefit for some kind of improvement to their property. We maintain records with regard to any type of property tax deduction and or reduction. We maintain files on these deductions to ensure proper repayment from the State.

Health issues pertaining to debris and dilapidation of properties are handled through this Department.

Homeowners buying or selling property in Town require Tax Searches that are certified through this Department. Final water billing between buyer and seller are handled as well.

The Tax Sale process enforces payment through placement of Municipal Tax Liens. Through this process I enforce payment of Sewer Charges for the Sewerage Authority as well as all other delinquent municipal charges.

The Municipal Offices will close for the holidays on Wednesday, December 24th at 12:30 PM. We will reopen on Friday, December 26th during regular business hours.

I didn’t receive my tax statement or I misplaced it. How can I get another?

Duplicate copies can be printed by going on https://www.franklintwpnj.org/TaxWaterPayments and entering your address. You have the option to pay through the website or you can simply write on a separate paper or the memo area on your check when mailing or dropping off payment.
I have a PTR booklet to be filled out, how do I proceed?

The PTR1A or PTR2A worksheet can only be dropped off of mailed with the Homeowner Information completed (Part 1). They must include a self-addressed stamped envelope for return.

I received an ADVICE ONLY bill, but I paid off my mortgage. How do I notify you?

Submit an inquiry stating mortgage was paid off. Continue to use the bill to make payments and CROSS OUT advice copy. You will NOT receive another statement. Your next bill will be an original.
Why did I get a bill? My mortgage company pays?

If your bill reads “THIS IS NOT A BILL – FOR ADVICE ONLY” please note this means your bank received the original and you received a duplicate copy for informational purposes.

If your bill does not read “THIS IS NOT A BILL” and you have a mortgage company, notify your mortgage company immediately the amount of your taxes and that our office needs the Bank Code Authorization Form. We need their information from them. They must fax to 732-342-8439 Attn: Bank Code.
